Since its release by OpenAI in November 2022, ChatGPT - an intuitive, user-friendly, and free conversational AI tool - has been used by hundreds of millions of people around the world. However, on March 20, 2023, ChatGPT faced its first major personal data breach. As a result, on March 31, the Italian data protection regulatory authority temporarily banned ChatGPT, becoming the first Western country to take regulatory measures against an AI chatbot due to data privacy concerns. Following Italy's decision, other European countries such as Ireland, France, and Germany have been closely monitoring the situation, with the possibility of following suit. This report points out the dilemma arising from generative AI and examines the issues stemming from generative AI technology when integrating into society.
