A fixed base operator is a business licensed to operate at an airport and provide aviation services such as passenger terminals, fueling, hangars, mooring and parking, aircraft leasing and aircraft maintenance. Fixed base operators often offer amenities such as valet parking, private terminal and lounge facilities. They also feature luxurious accessories and decorations. FBOs provide many of the same services as commercial airport terminals, but with a much smaller customer base. Many larger commercial airports have fixed base operator buildings that are separate from the commercial terminals.

Fixed-base Operators (FBO) Market Challenges and Restraints

For FBOs, a great challenge may be to establish an effective operation base or workspace at or near their service location. Long-term commitment to traditional building leasing, coupled with the fixed area, location, or facility type, may be meaningless in logistics or finance.

An FBO may soon need to have more space in the same place, or have new space in a distant airport, or have more space to accept a new aircraft maintenance contract, store equipment, and materials, or use it as a logistics center or office space. Or they may need to reduce their space during the economic downturn or transfer their operations completely from one airport to another.

Every FBO is subject to environmental exposures such as releases from underground and aboveground storage tanks, vapor intrusion, deicing operations, oil and fuel spills. Many FBOs believe their general liability (GL) policies will pay for environmental incidents. However, environmental cleanups are usually not included in GL policies as they usually have pollution exclusions.

FBOs do not have their own hangars or land to operate on. Therefore, they lease facilities and land from the airport owner, who grants them the right to operate and provide air services at the airport. This presents challenges. Charters typically contain a clause stating that the FBO is solely responsible for all fuel spills or spills and any damage caused by the spill. Many of the provisions also include an indemnification clause, requiring the federal budget office to protect and indemnify airports, cities, counties, or any other governing entity.

Essentially, the airport and/or its owners are not responsible for spills from FBO tenants, which may even originate from elsewhere on the airport property and migrate onto or under the FBO's lease. One environmental event may be enough to force an FBO to shut down.
