El Salvador was racked by civil war in the 1970's and 80's and only achieved some measure of stability following the Chapultepec accords in 1992. Since then there is the paradox of, on the one hand, a well functioning State with healthy metrics across a numer of parameters and, on the other, horrific levels of homicides. The current Goverment of Bukele has decided to confron the latter issue with mass lockups and initial results are promising.
