Tallinn is the only European capital city with free public transportation. Local free shuttles and inner-city loops are far more prevalent than citywide networks. There are also free airport circulators and transit networks at universities.

In Germany, the proportion of commuters using public transportation increased the most, from roughly 13% in 1993 to 16% in 2008. In Canada and Australia, the mode share of public transport has increased somewhat over the past two decades, whereas it has decreased in Ireland. The percentage of American employees who commute by public transportation has remained virtually unchanged at around 5%, a third as high as the percentage in Germany.
