Virgin Islands Water and Power Authority (WAPA) is a not-for profit autonomous public electric utility operating under Government of the Virgin Islands. The company's primary activities involve the generation and distribution of electricity, as well as the supply of water. It owns and operates fuel oil fired power plants namely, Randolph E. Harley Generating Station, and Richmond Combined Cycle Power Plant. The authority purchases fuel oil from the HOVENSA refinery under contract to feed its electric generating units. WAPA is a member of the American Water Works Association, American Public Power Association, the Caribbean Water and Wastewater Association, and Caribbean Electric Utility Service Corporation. The authority is also a member of the Energy Star efficiency program created by the US Environmental Protection Agency, and the US Department of Energy. WAPA is headquartered in Christiansted, Virgin Islands, the US.
