Summary
The Tunisian construction industry is expected to contract by 9.3% and 2.2% in real terms in 2022 and 2023, respectively, with the gloomy outlook reflecting wider economic challenges such as high energy prices, rising inflationary pressure, fuel shortages, supply chain disruptions, high unemployment, and unsustainable financial imbalances. According to the National Institute of Statistics (INS), the construction industry’s value add fell by 11.9% year on year (YoY) in H1 2022, declining from TND1.3 billion ($412 million) in January-June 2021 to TND1.1 billion ($353 million) in January-June 2022. In addition, the INS reported that the country's inflation rose to 9.2% YoY in October 2022, which was the highest rate since September 1991. Moreover, Tunisia's unemployment rate fell marginally to 15.3% in Q2 2022, following Y-o-Y increases of 16.1% in Q1 2022 and 16.2% in Q4 2021.
GlobalData expects the Tunisian construction industry to start to recover from 2024, expanding at an annual average rate of 3.5% between 2024 and 2026, supported by the government’s focus to diversify the electricity mix and revive the economy. Furthermore, the Tunisian Solar Plan aims to increase the share of renewable energy in the total power mix to 30% by 2030, with the development of 3.8MW of solar capacity. The government also intends to issue tenders for 3.5GW of renewable energy by 2030, with wind farms accounting for one-third of the projects, and solar photovoltaics accounting for the other two thirds. In November 2021, the government approved a five-year sustainable development plan for 2021-25. The Ben Guerdane Free Trade Zone project is among the top priority projects of the plan, which will contribute to the establishment of a trade and logistics gateway among African, European, and Asian markets via Libya, by drawing investments from large international enterprises. The project will be constructed over a 150ha area in Choucha by 2025.
