This slowing of growth is attributed to softer investor and consumer confidence, high inflation and interest rates, and weaker external demand. According to the Directorate General of Budget, Accounting and Statistics (DGBAS), the construction industry’s value-add declined by 3.1% year on year (YoY) in Q4 2022, following Y-o-Y growth of 3.3% in Q3 and 1.3% in Q2 2022. Moreover, the total gross fixed capital formation in the construction industry declined by 2.7% YoY in Q4 2022, following Y-o-Y growth of 3.8% in Q3 and 2.9% in Q2 2022.Over the remainder of the forecast period, Taiwan’s construction industry is expected to expand at an annual average rate of 3.5% between 2024 and 2027, supported by government investment in the development of transport infrastructure, the tourism sector, energy infrastructure and housing. In December 2022, Taiwan’s legislature passed the special budget bill for 2023-2024, which will authorize the government to invest an additional TWD209 billion ($7.1 billion) on infrastructure development in 2023 and 2024.
