Following an expansion of 10.4% in 2022, GlobalData expects growth in Slovenia’s construction industry to slow to 4.1% in 2023, before recording a contraction of 3.4% in 2024, owing to weaker investor confidence, amid high inflation and rising interest rates. According to the International Monetary Fund (IMF), the country’s inflation rate rose from 1.9% in 2021 to 8.8% in 2022; it is expected to average 6.4% in 2023, before gradually slowing to 2% in 2028. Moreover, a drop in building permits is also expected to weigh on the industry’s output in the initial part of the forecast period. According to the Statistical Office of the Republic of Slovenia (SURS), the total number of building permits issued fell by 16.4% year on year (YoY) in the first four months of 2023, following an annual fall of 5.1% in 2022.
Over the remainder of the forecast period, Slovenia’s construction industry is projected to expand at an annual average rate of 3.2% between 2025 and 2027, supported by investments in the transport, renewable energy, automotive, tourism and healthcare sectors. The government is focusing on accelerating renewable energy deployment in the country. In January 2023, the Ministry of Environment, Climate, and Energy presented a draft bill on the installation of renewable energy facilities, to accelerate the construction of wind and solar power plants by regulating spatial planning. The draft, which is aimed at encouraging investment in the sector, includes procedure for connecting power plants to the electricity network, and regulations for energy storage devices.
