The Russian construction industry’s growth is expected to slow down in real terms from 6.6% in 2023 to 3% in 2024, owing to high inflation, interest rates and the impact of rising Western sanctions. Suspension of few major infrastructure and energy project due to the western sanctions will affect the construction industry’s output in the short term. In September 2024, Novatek, a Russian natural gas producer announced the suspension of the development of the Murmansk Liquefied Natural Gas (LNG) plant and Obskoye LNG in the Arctic port of Sabetta. However, public and privates sector investments in the industrial, infrastructure and residential projects will drive the industry’s growth in 2024.

Over the remainder of the forecast period, the Russian construction industry is expected to register an annual average growth of 2.8% between 2025 and 2028, supported by government investments in transport infrastructure and residential project, and private sector investments in renewable energy projects. Growth in the industry will also be supported by the Moscow Transport Development Program which aims to upgrade Moscow’s transportation infrastructure by constructing 48 new stations, extending metro lines by 88km and the construction of four new depots by 2030. Furthermore, the Russian government is planning to invest RUB381 billion ($4.3 billion) under the airport infrastructure modernization program, which aims to upgrade and modernize 129 airfields across the country by 2030.
