Summary

Despite the challenging backdrop with Western sanctions imposed following Russia’s invasion of Ukraine, the Russian construction industry has been growing at a fast pace. According to Rosstat, the construction industry’s value add grew by 11.7% year on year (YoY) in Q2 2023 in real terms; this was preceded by Y-o-Y growth of 7% in Q1 2023. GlobalData forecasts that construction output will grow by 5.6% in 2023, but the outlook for 2024 is for a contraction of 7.7%. In addition to ongoing Western sanctions, elevated inflation and interest rates, a growing budget deficit, subdued trade, falling government revenues, and an exodus of skilled workers will impact on new investment.

Over the remainder of the forecast period, GlobalData estimates the Russian construction industry to register an annual average growth rate of 3.9% from 2025 to 2027, under a best-case scenario of the military conflict being short-lived, supported by government investment in infrastructure, residential and renewable energy projects. Despite Western economic sanctions, in October 2022, the government approved a plan for the construction of new road infrastructure up to 2027, with a total investment of RUB15.9 trillion ($224 billion). The program involves the construction of at least 4,000km of new roads, with another 3,000km of roads to be expanded from two to four lanes.
