GlobalData expects the construction industry in Qatar to fall by 2.8% in real terms in 2024, owing to high interest rates, declining exports, reduced manufacturing activities, and subdued investor and consumer confidence. According to the Planning and Statistics Authority (PSA), the manufacturing production index fell by 3.9% year-on-year (YoY) in the first half of 2024, preceded by an annual reduction of 0.8% in 2023. Similarly, the total number of non-residential building permits issued in the country fell by 7.1% YoY in the first seven months of 2024, compared to an annual decline of 52.2% in 2023, according to PSA. During the same period, PSA estimated fall of 3.6% in the total value of exports, compared to an annual fall of 25.4% in 2023.

The construction industry is expected to rebound at an annual average growth rate of 4.7% from 2025 to 2028, supported by investments in renewable energy, industrial, and oil and gas projects. Qatar aims to reach 4GW of solar capacity by 2030, with a major project of 2,000MW solar power plant being developed by QatarEnergy in the Dukhan area, located 80km west of Doha. This project is expected to significantly advance the country’s renewable energy targets and reduce carbon emissions. Additionally, QatarEnergy is developing solar plants in Ras Laffan (458MW) and Mesaieed (417MW), which will support the growth of Qatar’s liquefied natural gas (LNG) production while cutting greenhouse gas emissions.
