Summary

Following annual growth of 4.3% in 2022, the construction industry in Poland is expected to shrink by 2.1% in real terms this year, owing to subdued investment levels, amid high interest rates and construction costs that are expected to continue to weigh on the industry’s performance. According to Eurostat, the average construction cost index for new residential buildings rose by 14.4% year on year (YoY) in Q1 2023, preceded by an annual increase of 13.3% in 2022. The industry’s output in 2023 will also be affected by a sharp decline in business confidence. According to the Central Statistical Office of Poland (GUS), the country’s business confidence index in the construction sector fell by 17.9% YoY in the first four months of 2023, preceded by annual decline of 18% in 2022. The residential sector will be hit the hardest, with recent data on building permits showing a sharp decline.

The Polish construction industry is expected to regain growth momentum from 2024, supported by investment in the construction of new housing, transport and renewable energy infrastructure projects. The Polish real estate developer, Cavatina Group S.A. launched Poland Rental Apartment Development Program in May 2023 that involves the construction of 10,000 rental homes along with accessible roads. With an estimated value of PLN5.1 billion ($1.1 billion), the construction works are expected to commence in Q1 2024 and is estimated to be completed by 2027. Growth will also be supported by the launch of the PLN290 billion ($76.7 billion) National Road Construction Program in December 2022, that aims to complete the construction of several highways and expressways by 2030 to improve regional connectivity.
