Summary

GlobalData expects the Mozambican construction industry to grow by 2.3% in real terms this year, following marginal growth of 0.6% in 2022, supported government investment in the transport and renewable energy sectors. The growth over the year will be supported by the 2023 State Budget, which includes total public spending of MZN472.1 billion ($7.2 billion), of which MZN357.1 billion ($5.4 billion) will be sourced from state revenues, MZN36.6 billion ($555.9 million) from internal funding and MZN78.4 billion ($1.2 billion) from external funding. In March 2023, the Ministry of Public Works, Housing and Water Resources, announced that the World Bank will fund the rehabilitation of 1,053km of National Road 1 (N1). A total of MZN56 billion ($850 million) will be funded for the three-phase rehabilitation, of which MZN28 billion ($425 million) will be invested in the first phase. In addition to this, in January 2023, the government, through the Ministry of Public Works, announced plans to invest MZN20.6 billion ($313 million) in 2023 towards the rehabilitation of rural roads and the installation of bridges to improve the transport infrastructure.

Over the remainder of the forecast period, the construction industry is expected to register an annual average growth rate of 4.8% during 2024-27, supported by investment in infrastructure, energy, industrial and telecommunication infrastructure projects. The industry’s output will also be supported by Programa Quinquenal Do Governo (the government’s five-year program PQG 2020-24), which focuses on improving the well-being and quality of life of Mozambican families, while reducing social inequalities and poverty. The government’s plan to construct 35,000 affordable housing units in four provinces by 2025, with an investment of MZN98 billion ($1.4 billion) will support residential sector’s output over the forecast period. Of the total, 15,000 houses will be built in the southern provinces, 10,000 in the centre of the country and 10,000 in the northern provinces of Mozambique. Energy sector’s output will be supported by the government’s commitment towards increasing the production of renewable energies in the country. The planned expansion of Rovuma LNG onshore terminal in Mozambique, with an expected cost of MZN1.4 trillion ($22 billion) by the US energy giant ExxonMobil is expected to support sector’s growth.
