GlobalData has revised down its projection for Mozambique’s construction industry in 2022, with the industry now expected to grow marginally by 0.5% in real terms this year, compared to a prior estimate of 3.5% growth, owing to the industry’s poor performance in the third quarter of 2022. This downward revision is also attributed to headwinds caused by supply chain disruptions, rising commodity prices, surging inflation, and rising construction material prices. According to Instituto Nacional de Estadística (INE), the construction industry value add declined by 2.2% year on year (YoY) in Q3 2022, preceded by Y-o-Y growth of 2.3% in Q2 and 3.6% in Q1 2022.
Growth momentum in the Mozambican construction industry is expected to speed up in 2023 and expected to grow by 2.3% in real terms that year, before registering annual average growth rate of 4.9% over the remainder of the forecast period (2024-26), supported by investment in infrastructure, energy, industrial and telecommunication infrastructure projects. In October 2022, the Council of Ministers approved the State Budget, Economic and Social Plan for 2023, which includes total public spending of MZN472.1 billion ($7.3 billion). Of the total spending, MZN357.1 billion ($5.5 billion) will be sourced from state revenues, MZN36.6 billion ($565.1 million) from internal funding and MZN78.4 billion ($1.2 billion) from external funding. In August 2022, the Minister of Public Works, Housing and Water Resources announced that the rehabilitation work on main north-south road, National Road No. 1 (EN1), will start in the second half of 2023. With the budget of MZN48.6 billion ($750 million), the project involves the construction of 13 toll booths and rehabilitation of 1,300km road, of the total 2,477km-length of the road. Of the total investment, half of the funds will be provided by the World Bank. To improve the transport infrastructure between Mozambique and Malawi, the World Bank announced a plan in October 2022 to provide MZN19.9 billion ($230 million) funding to Mozambique. The aim is to promote industrialization for the sustainable and modern development of the country.
