Summary
Following an estimated annual growth of 4.2% in 2022, Kazakhstan’s construction industry is expected to register a growth of 3.4% in real terms in 2023, before recording an average annual growth of 5.6% between 2024 and 2027, supported by government investment in infrastructure, residential, and renewable energy projects. According to the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan, the construction industry’s value add fell by 2.4% year on year (YoY) in Q3 2022, following Y-o-Y growth of 9.6% in Q2 and 8.4% in Q1 2022.
The industry’s output over the forecast period will be supported by investment under the Nurly Zhol State Infrastructure Development Program between 2020–25, under which the government aims to create efficient and competitive transport infrastructure, improve the technological and institutional environment, and develop transit and transportation services across Kazakhstan. The government has set a target to increase the share of renewables in the total energy generation mix to 15% by 2030, from 3% in 2020. In mid-2022, the Energy Ministry revealed that it plans to launch 40 renewable energy projects by 2025. The development of 20GW green hydrogen plant in the Mangystau province of southwestern Kazakhstan by the Swedish company, Svevind with an estimated cost of KZT19.5 trillion ($40 billion) – KZT24.3 trillion ($50 billion) by 2032, will further support construction demand in the energy sector.
