The Greek construction industry is expected to grow in real terms by 4.8% in 2024, supported by an improvement in investor confidence amid the ongoing recovery in tourism and retail sectors, coupled with an increase building permits issued. The total number of tourist arrivals grew by 20.6% year on year (YoY) in the first five months of 2024, following an annual growth of 17.6% in 2023, according to the Bank of Greece. According to the Hellenic Statistical Authority (ELSTAT), the total number of building permits issued rose by 41.8% YoY in January-April 2024, preceded by an annual growth of 7.2% in 2023. As a part of the 2021-2025 development program, in June 2024, the Municipality of Athens received a funding of EUR115 million ($121.9 million) from the Environment and Energy Ministry to construct a 38,500-seat football stadium for the Panathinaikos sports club in Votanikos by 2026.

The construction industry’s output is expected to ease back in 2025, before recovering and registering an annual average growth of 3.4% from 2026 to 2028, supported by public and private sector investments in transportation infrastructure, and renewable energy sector, along with residential and commercial construction projects. Growth will also be supported by an approximately EUR3 billion ($3.2 billion) funds announced by the government of Greece in April 2024, which will be used to reconstruct, repair, and upgrade the road, railway, healthcare and education infrastructure in the flood hit Thessaly region. The Greek recovery and resilience plan, which includes EUR36.6 billion ($38.8 billion) funds for the execution of 103 investment measures and 75 reforms by the end of 2026, is also expected to drive the growth in the construction industry, along with government-initiated transport infrastructure projects such as the expansion of Athens airport, Central Greece Highway E65, Athens Metro Line 4 and a new airport in Kastelli.
