GlobalData expects the French construction industry to decline in real terms by 3.2% in 2024, after registering an annual marginal growth of 0.2% in 2023, owing to high energy prices, increasing insolvency, and a high budget deficit. According to Eurostat, the total gross fixed capital formation in construction declined by 3.3% year on year (YoY) in Q2 2024, preceded by Y-o-Y decline of 3.7% in Q1 2024 and 3% in Q4 2023. According to the National Institute of Statistics and Economic Studies (INSEE), the average residential and non-residential turnover index of the construction of buildings fell by 4.5% YoY in the first five months of 2024. Moreover, the total insolvency in the construction industry grew by 33.1% YoY in the first five months of 2024; preceded by an overall increase of 41.1% in 2023. The industry's performance will also be influenced by ongoing weakness in the residential sector, which has been declining since 2022, owing to a drop in residential permits.

Over the remainder of the forecast period, the construction industry's output is expected to recover at an average annual growth rate of 2.1% between 2025 and 2028, supported by investments in the industrial, and infrastructure sectors, coupled with the government's aim to achieve carbon neutrality by 2050. France plans to increase its renewable energy generation capacity to 175GW by 2035. This includes substantial growth targets for solar, offshore wind, and hydropower capacities, aiming for 75-100GW, 18GW, and 28GW respectively by 2035. In line with this, in July 2024, the European Commission (EC) approved EUR10.8 billion ($11.1 billion) for supporting the deployment of offshore wind energy and green transition, including the construction of two offshore wind farms with a capacity of 1.2GW and 1.6GW in Southern France and Normandy respectively.
