GlobalData forecasts that the French construction industry will contract by 2.4% and 1.3% in 2023 and 2024, respectively, with high inflation and rising interest rates hitting investment. The residential construction sector will face a particularly steep downturn, contracting by 6.2% in 2023 and 5.3% in 2024, given the recent sharp fall in leading indicators. According to the National Institute of Statistics and Economic Studies (INSEE), the total number of dwelling units authorized in the country fell by 31.9% year on year (YoY) in the first half of this year, following growth of just 0.3% in 2022.
The industry's output is expected to start to regain growth momentum from 2025, with growth set to average 2.4% between 2025 and 2027, supported by the government's long-term goals of expanding transport networks and achieving carbon neutrality by 2050. To achieve this, the government intends to build six new nuclear reactors totalling 25GW, increasing the total number of nuclear reactors from 56 in April 2023 to 62 by 2036. In addition, as part of the broad plan ‘France Nation verte”, the French Prime Minister announced in May 2023 a plan to invest EUR100 billion ($102.1 billion) in the expansion and upgrading of the rail network by 2040.
