GlobalData expects Cambodia’s construction industry to record growth of 4.3% in 2023, supported by a rise in approved construction projects and an improvement in residential sector activity. In June 2023, the Ministry of Land Management, Urban Planning and Construction (MLMUPC) announced that the government had provided licenses to 1,463 construction projects in the first five months of 2023. Accordingly, the Cambodia’s construction industry attracted KHR9.5 trillion ($2.3 billion) investment during January-May 2023, an increase of 138% compared with the same period of previous year. Moreover, the Council for the Development of Cambodia (CDC) approved 113 investment projects and expansions worth KHR4.6 trillion ($1.1 billion) in the first half of 2023.
Cambodia’s construction industry is expected to register an annual average growth of 6.7% between 2024 and 2027, supported by investment in the energy, transport, logistics and residential sectors. In October 2023, to improve the country’s transport and logistics sector, the CDC unveiled investment of KHR207.3 trillion ($50 billion) for 174 projects. Forecast-period growth in the industry will also be supported by the government’s plan to develop energy infrastructure under the Power Development Masterplan 2022-2040 (PDP) and the National Energy Efficiency Plan (NEEP), to meet rising energy demand in the country and increase the share of clean energy in the energy mix. Under NEEP, the country aims to enhance energy efficiency policies and reduce total energy consumption by a minimum of 19% by 2030. The government aims to reduce total energy consumption by 34% in the residential sector, 20% in the industrial sector and 5% in the transport sector by 2030. Under the PDP, the country aims to transition towards a cleaner energy mix to meet government commitments and increase the affordability of energy supply. In 2030, the government plans for coal capacity to account for 40.4% of the total energy mix, and for its share to decrease to 21.4% in 2040.
