GlobalData has revised down the estimated growth of Cambodia’s construction industry in 2023 - with the industry now expected to record growth of 3.4% in real terms this year, compared to the prior estimate of a 6.9% growth. This downward revision is attributed to the decline in government issued construction permits. According to the Ministry of Land Management, Urban Planning and Construction, the government issued construction permits for 3,827 projects nationwide in January-November 2022 with total registered capital of KHR10.8 trillion ($2.6 billion); this is down by 2.6% in terms of projects and 49.42% in terms of value compared to the same period of 2022. The industry’s growth in 2023 will however be supported by the government’s plan to maintain investment in infrastructure development to improve the country’s long-term economic potential. The resumption of economic activity with improved confidence in travel, the removal of mobility restrictions, and an expected improvement in international visitor arrivals are expected to further drive the construction industry’s growth in 2023.

GlobalData expects the construction industry to register an annual average growth of 6.8% between 2024 and 2027, supported by investment in the infrastructure, commercial and residential sectors. The construction of a multi-role transport system by 2030, with the development of 330 transport infrastructure projects by the Ministry of Public Works and Transport (MPWT) with an overall investment of KHR207.3 trillion ($50 billion), is expected to add strong growth to the industry in the coming period. Furthermore, ongoing developments in the renewable energy sector will support the government’s plan to increase the share of renewable energy investment. Under the National Energy Efficiency Policy (NEEP) 2021-2030, the government has set an ambitious target of at least a 19% reduction in energy consumption and a power generation mix of coal (35%), hydro power (55%) and other renewable energy (10%) by 2030. The government’s aim to achieve carbon neutrality by 2050 by reducing greenhouse gas emissions from the energy and transport sectors, improving energy efficiency, and promoting low-carbon agriculture, industrial processes, and waste management.
