The construction industry in Brazil is expected to expand by 2% in real terms in 2024, supported by a recovery in building construction activities coupled with rising business confidence and employment. These positive factors are expected to offset the elevated cost of production and rising interest rates. Furthermore, a recovery in real estate activities during H1 2024 will also bolster the industry’s output in 2024. According to the Brazilian Association of Real Estate Credit and Savings Companies (ABECIP), the total value of loans issued for real estate acquisition and construction grew by 5.7% YoY in the first half of 2024, which is up from annual decline of 5.3% in 2023. However, physical disruptions such as floods, which have intensified due to climate change, as well as the El Nino effect, and supply chain disruptions caused by the Red Sea conflict and prolonged drought in the Panama Canal, are expected to impact the construction industry’s growth in the short term.
The industry is expected to record an average annual growth rate of 3.1% from 2025 to 2028, supported by investment in the development of housing, industrial, infrastructure, and renewable energy sectors. In May 2024, the Brazilian Vice-President announced that the steel producing companies are expected to invest BRL100 billion ($20 billion) to expand the steel production capacity and competitiveness within the domestic market. The investment will be directed towards the construction of new production plants by 2028. Moreover, the government’s focus on investing BRL19.3 billion ($3.9 billion) by 2028, as part of the National Green Mobility and Innovation Programme (Mover), will also support growth of the automotive industry. Growth during the forecasted period will also be supported by the BRL1.7 trillion ($340.6 billion) “New Growth Acceleration Program” (Novo Programa de Aceleração do Crescimento/PAC), announced in August 2023.
