GlobalData has revised down its forecast for the Belarusian construction industry in 2023 - with the industry now expected to contract by 1.1% in real terms in 2023, compared to an earlier estimate of marginal 0.5% growth. This downward revision is attributed to the continued weakness in the industry in the first three quarters of 2022, amid rising inflation and construction costs. Moreover, the continued sanctions imposed by the European Union (EU) and major developed countries as a result of supporting Russia's invasion of Ukraine and facilitating human rights violations will also weigh on the industry's output over the short to medium term.
Over the remainder of the forecast period, the construction industry is expected to expand by an annual average rate of 4.8% during 2024-27, supported by government investments in road networks, housing, and renewable energy projects, coupled with the development of regional infrastructure projects. The industry's output is also expected to be supported by the government's plans to invest in the country's infrastructure under the National Infrastructure Plan for 2016-30. The plan entails an investment of BYN46.7 billion ($17.5 billion) in housing and utilities infrastructure, BYN46.5 billion ($17.4 billion) in transport infrastructure, and BYN6.9 billion ($2.6 billion) in energy infrastructure between 2021-30.
