GlobalData expects the construction industry in Azerbaijan to expand by 5.8% in real terms in 2023, following annual growth of 13.4% in 2022, supported by government investment in industrial, energy and utilities and infrastructure sectors. According to the State Statistical Committee of the Republic of Azerbaijan, the country’s construction value add grew by 21% year on year (YoY) in Q1 2023, preceded by Y-o-Y growth of 14.1% in Q4 and 18.5% in Q3 2022. The total gross fixed capital formation (GFCF) grew by 0.1% YoY in Q1 2023, preceded by Y-o-Y growth of 18.4% in Q4 and 0.6% in Q3 2022.
The construction industry is expected to register an annual average growth of 3.7% during 2024-27, supported by the government’s plans to develop hydropower plants, transport infrastructure and industrial zones in the liberated territories. This will be supported by the government’s approval of the First State Program of the Great Return to the liberated territories. The program involves the construction of 100MW Khudaferin hydropower plant, 40MW Giz Galasi hydropower plant and 23 small power plants by 2025. Under the Program, the construction of 34km gas pipeline, connecting Aghdam and Khankendi will be completed by 2025. The Program also includes the construction of Bargushad, Hakarichay, and Zabukh reservoirs alongside the renovation of the main canals of the Sugovushan reservoir by 2025. In addition, the construction industry’s output over the forecast period will be supported by the Asian Development Bank’s (ADB) Country Partnership Strategy (CPS) for Azerbaijan (2024-28).
