Summary

The construction industry in Austria is expected to shrink by 1.1% in real terms in 2023, owing to headwinds caused by high inflation, rising interest rates, and labor shortages in the country. According to Statistics Austria, in annual terms, the average inflation rate accelerated from 2.8% in 2021 to 8.6% in 2022. The buildings sectors will contract in 2023, being only partly offset by marginal growth in the infrastructure and energy and utilities sectors. Overall industry growth in 2023 will also be weighed down by subdued investor confidence, amid high energy prices and the weak global economic environment.

The Austrian construction industry is expected to pick up from 2024, supported by investment in the transport and electricity sectors. The government aims to generate 100% of the country’s electricity through wind, solar and hydropower energy sources by 2030, and reduce greenhouse gas emission by 36%, compared with 2005 levels, by that year. To meet this target, the country will be required to generate an additional 27TWh of electricity from renewable sources by 2030, according to government estimates. To decarbonize the industry and reduce its dependence on Russia, the Austrian government announced a plan in October 2022 to provide approximately EUR5.7 billion ($5.8 billion) in financing until 2030. The financing will be used for transforming the industry, transitioning to climate-friendly production facilities, supporting energy efficiency measures, and promoting research, among others. In another positive development, in December 2022, the European Investment Bank (EIB) reported that it will provide a framework loan of up to EUR100 million ($102.1 million) to the Austrian regional bank RLB NO-Wien to support investment in small and medium-sized renewable energy and energy efficiency projects in Austria.
