Only 2.4 million of the 3.6 million current vapers are ex-smokers, 1.1 million are current smokers, and 200,000 have never smoked. The fraction of current electronic cigarette users who consume tobacco has decreased with time, while the proportion of ex-smokers has increased. In 2021, 64.6% of current vapers were ex-smokers, with the remaining 30.5% also smoking (dual users).
In 2015, the minimum age of sale for e-cigarettes was raised to 18, making it illegal to sell or buy e-cigarettes containing nicotine to anybody under the age of 18. 18 The EU Tobacco Products Directive established a regulatory framework for e-cigarettes in the United Kingdom on May 20, 2016. Since that date, it has been illegal to advertise or promote electronic cigarettes and refill containers, either directly or indirectly, on a variety of media channels, including television, radio, newspapers, and magazines. Only point-of-sale advertising and other local advertising, such as billboards, are still permitted. In May 2016, the TPD's new product guidelines for electronic cigarettes created a notification requirement for makers and importers. 20 Non-compliant securities were allowed on sale for a further year until 20th May 2017.
