Europe has less irrigated land as compared to USA and faces water scarcity as a result of which the farmers are opting for micro irrigation systems. Climate change, with higher average temperatures and more frequent, more extreme weather events (including droughts), is making freshwater scarcer. Forecasts indicate water stress is likely to increase in a significant portion of the Europe by 2030.
Voluntary Coupled Support is used by all Member States of Europe except Germany to maintain or increase production of certain crops from sectors in difficulties. The EU restricts support to specific sectors, including water intensive crops such as rice, nuts, and fruit and vegetables. However, it finances irrigation infrastructure through the CMO for three sectors: fruit and vegetables, olives and olive oil, and wine. In recent years, funding for irrigation projects, in the fruit and vegetables sector has been highest, in Spain (Andalusia) and Portugal.
