South Korean land is mostly mountainous which is not suitable for agriculture. Lowlands in west and south east account for only 30%. The government of South Korea has brought about new farming policies and programmes in lieu of increasing water scarcity crisis. The government is expected to build large smart complexes to encourage young populace of the country to pursue farming. It is also expected to build four valleys by 2022 to support agriculture. While fertigation with 100% recommended fertilizer dose increased the tobacco yield by 45% and fertigation with 80% recommended fertilizer dose increased the yield by 36%. China has 3 times the irrigated land than USA and requires water accordingly. In 2020, China had 69.16 million hectors of land irrigated and main crops grown were tea, cotton. China ranks first in water saving technologies globally with 65% in 2020 and expected to be about 78% by 2030.
In areas of northern China, where per capita water availability is one-tenth the world average, water use exceeds supply and there are ample signs of diminishing water resources such as falling water tables and receding surface-water supplies. Since two-thirds of China's water goes to irrigation rather than to industrial or domestic use, water deliveries to agriculture limit the amount available for other uses when water becomes scarce. Industrial and domestic use can also affect agriculture: the discharge of untreated wastewater into surface-water systems can decrease the quality of water used in irrigation. To resolve these and other disputes, policy reforms to unify water management institutions around urban areas are being promoted.
