The global Fuel cell electric vehicle market witnessed steady growth in 2021 followed by a slight decline in 2022. Fuel cell electric vehicles (FCEVs) are zero-emission vehicles that convert hydrogen stored onboard using a fuel cell to power an electric motor that drives the vehicle. They are more energy-efficient than conventional fossil fuel based internal combustion engine (ICE) vehicles and produce no tailpipe emissions. They emit only water and warm air.
FCEVs can go 300-400 miles on a tank of hydrogen and can be refueled in three to five minutes. They combine the zero-emissions driving of an electric vehicle with the range and convenience of a traditional internal combustion engine. FCEVs can save up to three times as much energy as regular vehicles.
FCEV cars were introduced in the market in 2014, though registrations remain three orders of magnitude lower than EVs, as hydrogen fueling stations are not widely available. Unlike EVs, they cannot be charged at home. Few commercial FCEV models are available, and high fuel costs and purchase prices result in a higher total cost of ownership than EVs.
According to International Energy Agency (IEA), the global Fuel cell Electric Vehicle (FCEV) stock by the end of 2021 was 51.5 thousand units which comprise of fuel cell passenger light duty vehicles, buses, and trucks.

Supportive government initiatives and incentives
The rapid increase in interest in the hydrogen economy can be seen globally, with over 30 countries having hydrogen roadmaps and over 228 large-scale hydrogen projects announced, including the promotion of fuel cell vehicles and the related Hydrogen Refuelling Stations (HRS).
European Union and several European countries have set out targets for hydrogen and fuel cells. Some of the targets set under the European Union hydrogen strategy are, the deployment of at least 747 HRS by 2025 in Europe, joint initiative for hydrogen vehicles in Europe (JIVE) projects that will see 291 fuel cell buses on the road by 2023, etc.
The French national plan aims for 5,000 fuel cell passenger cars and commercial light-duty vehicles (LDVs), 200 buses and trucks, and 100 HRSs in 2023. The 2028 targets include 20,000 – 50,000 passenger cars and commercial LDVs, 800 – 2,000 buses and trucks, and 400 – 1,000 HRSs.
Germany became the first country in the world to deploy passenger trains in 2018 and 27 additional fuel cell trains are planned to be on track by 2023.
On Dec 15, 2021, United States President Biden signed a USD 1.2 trillion bipartisan infrastructure bill. The legislation includes USD 1.9 billion for the hydrogen industry. Fuel cell technologies and hydrogen energy are being increasingly viewed as essential decarbonization options across the United States.
California Fuel Cell Partnership (a public-private partnership to promote hydrogen vehicles in California) is pursuing HRS infrastructure with the goals of 1,000 stations and 10,00,000 FCEVs by 2030. According to California Air Resources Board estimates, the FCEV fleet will grow to 27,000 vehicles by 2023 and 48,900 by 2026 in California.
As part of the Hydrogen Strategy for Canada, published in Dec 2020, Canada has defined the long-term vision of operating more than five million FCEVs and hydrogen refueling stations across Canada by 2050.
South Korea has the largest number of hydrogen fuel cell vehicles in the world, and its hydrogen economy roadmap outlines one of the most important national development plans for fuel cells and hydrogen. 2.9 million passenger cars, 80,000 taxis, 40,000 buses, and 30,000 trucks are planned to be operated by 2040.
The Indian government approved INR 25,938 Crore worth of Production Linked Incentives (PLI) scheme for auto schemes to incentivize hybrid electric vehicles and fuel cell vehicles in 2022. The scheme aims to promote the domestic manufacturing of green vehicles and enable India to become a part of the global supply chain.
